Kennedy Derangement Syndrome

Caroline Kennedy, daughter of John F. Kennedy, is apparently interested in the New York Senate seat that will be vacated by Hillary Clinton. Good for her. I hope New Yorkers think it is good for them as well.

Markos of Daily Kos however does not think this is a good idea. He thinks this appointment is undemocratic – that someone with name recognition should not be appointed by the Governor. He does some mental gymnastics to convince himself and others why this appointment is such a horrible idea.

Markos says that he doesn’t like dynasties.  He says: "When you’re rich and come from a political family, and are heir to American royalty, you can apparently dispense with dealing with pesky voters by simply ringing up the governor."  He also declares: "we have little insight into what a Senator Caroline Kennedy might look like, beyond her excellent work in education."

Then he quotes Congressman Ackerman’s tasteless comment to bring his argument home:

Already, some other Democrats have pointedly questioned her credentials for the job. United States Representative Gary Ackerman, a Queens Democrat, said last week that he did not know what Ms. Kennedy’s qualifications were, “except that she has name recognition — but so does J. Lo.”

Exactly.

So, Caroline Kennedy is like J. Lo and we have no insight into what her Senate career would look like. Got it.

I could take Markos’s distaste for dynasty and celebrity a little more seriously if he showed a bit more consistency. Here is what Markos said about Hillary Clinton’s appointment as Secretary of State:

Hillary Clinton at State? One of Obama’s tough tasks ahead is to repair the damage Bush did to our relationships around the world. By picking Hillary Clinton, the second-biggest political celebrity in government today, Obama just told the world he takes that task very seriously. He essentially gave them the biggest name he possibly could, double-underscoring his commitment to re-engaging the world as partners, not as missile targets. On purely pragmatic grounds, it was extremely well played. Politically, I see zero downside, except maybe the idiot traditional media and their bizarre Clinton fetish. But screw them.

I think Markos has a bit of a Kennedy fetish. So, why is a celebrity and dynasty good enough for Secretary of State and not good for Senator from New York? Or is the problem that Kennedy is being appointed by the Governor? Wasn’t Clinton appointed by Obama?

Then there is the qualification argument (the J. Lo argument if you will). I am not sure what qualifies one to be a Senator but I am pretty sure being a lawyer, being around politics all her life, and being involved in public policy does not hurt.

I don’t know if Caroline Kennedy will make a good Senator from New York, but I do know that the arguments offered up against her – from Congressman Ackerman to Markos – are juvenile.

Pakistan: Terrorism As Military Doctrine

In the wake of the terrorist attacks in Mumbai, earlier this week, the president of Pakistan Asif Ali Zardari wrote an op-ed in The New York Times urging India and Pakistan to work together to battle terrorism. He argued that terrorists are out to destroy Pakistan and that India and Pakistan have a shared interest in combating terrorism. That is an argument hard to argue with.

In the op-ed, Zardari however makes the claim, often repeated by Pakistani leaders, that terrorism was brought into Pakistan during the Afghan-Soviet war in the 1980s. Zardari writes:

These militants did not arise from whole cloth. Pakistan was an ally of the West throughout the cold war. The world worked to exploit religion against the Soviet Union in Afghanistan by empowering the most fanatic extremists as an instrument of destruction of a superpower. The strategy worked, but its legacy was the creation of an extremist militia with its own dynamic.

Zardari makes the same false claim that his predecessor, General Pervez Musharraf, has made numerous times in trying to point the finger at the West for a terrorism problem that is very much homegrown in Pakistan. Zardari, the son-in-law of Zulfikar Ali Bhutto, should know better (and certainly does).

It is often argued that terrorists have support of "rogue" elements of Pakistan’s powerful military intelligence agency, the Directorate of Inter-Services Intelligence (ISI). It is often argued that the ISI is a "state within a state". The argument is that these terrorists are acting outside of the control of their masters in the ISI. However, it is clear from a look at Pakistani history that for most of the past half century the Pakistani government has used Islamists as an extension of the Pakistan military. Islamists, and terrorism, has been a government sanctioned component of Pakistani military doctrine since the inception of the Pakistani state. In every military conflict Pakistan has been engaged in since its inception, the Pakistani government has employed Islamists alongside its regular military forces to wage war.

In August 1965, the Pakistani military launched "Operation Gibraltar". Pakistani army soldiers, special forces units, and Islamist "mujahideen" infiltrated Indian-held Kashmir in an attempt to incite an insurgency by Kashmiri Muslims against India. The plan failed miserably. The Kashmiri Muslims did not rise up against the Indian government and no large-scale guerilla warfare took place to "liberate" Kashmir. In its counterattack, India launched a full scale war on Pakistan in what has become known as the Indo-Pakistan War of 1965.

In many ways, the Pakistani military’s attempt to incorporate Islamists into war planning was met with failure in 1965. By 1971, however, the military and the Islamists had learnt to work together as a more cohesive and successful killing machine.

On the night of March 25, 1971, in the name of "God and a United Pakistan", the Pakistan army, with Islamist support, launched "Operation Searchlight" in East Pakistan to crush Bengali nationalism by force. By the end of the night, 7000 Bengalis lay dead in the city of Dhaka. This was the beginning of nine months of war and genocide that would see the emergence of the nation of Bangladesh.

During the nine months of 1971, the Pakistan military formed local "Peace Committees" and paramilitary forces from the student organizations of the Islamists parties Jamaat-e-Islami and the Pakistan Muslim League. The paramilitary forces, known as the Razakars, were grouped into two wings – the al-Badr and the al-Shams. The al-Badr were fighters drawn mainly from the Jamaat-e-Islami while the al-Shams were drawn from the Muslim League. The "Peace Committees" consisted mainly of political leaders of the Islamist parties. The "Peace Committees" pushed out much of the propaganda, of "jihad" and also reported on the activities of local Bengalis, especially Hindus – the committees gathered vital intelligence for the Pakistan army. The Razakars carried out much of the unsavory work of the genocide. The Islamists were fighting for "the establishment of Islamic society" and "to save Muslims from Un-Islamic influences". Together, the Pakistan military and their Islamist allies killed up to 3 million people in 9 months.

To make the relationship between the military and the Islamists official, the Pakistan Government passed the "East Pakistan Razakars Ordinance" in Summer of 1971 to formally create the Razakar force. The Islamists who fought as Razakars were paid by the Pakistani government. For their efforts, in December 1971 the Pakistan government raised their salaries: an Islamist working as a Razakar would get a salary of Rs. 120 per month, a Razakar platoon commander would get Rs. 180 a month, and a Razakar company commander would get Rs. 300 a month. In addition to receiving a salary, the Razakars also received formal military training from the Pakistan army.

Though successful at terrorizing the population and mass killings, the Pakistan army strategy resulted in unconditional surrender to India on December 16, 1971 – two weeks after India intervened to stop the genocide in Bangladesh.

Since 1971, the relationship between the Pakistani military and the Islamists has continued. The Islamists in Pakistan got a significant boost when in 1979 the Pakistani military dictator Zia-ul-Huq promulgated the Hudood Ordinance bringing Sharia law to Pakistan. After losing East Pakistan in 1971, the Pakistan military has continued to cultivate Islamist militants in its proxy war over Kashmir.

When the Soviets invaded Afghanistan, the Pakistan army already had a ready-made relationship with Islamist fighters. Augmented by American weapons, CIA training and Arab fighters, the Pakistani Islamists joined with Afghan fighters to form the Afghan Mujahideen. However it was not the Aghan war that radicalized Pakistani Islamists – that radicalization was homegrown and battle tested in at least two major wars prior to the Afghan war.

Today, when the Pakistani president protests that militants on Pakistani territory are "non-state actors", it is a difficult claim to accept. The Pakistani military has a well-documented history of arming, training, paying and fighting alongside Islamist militants. Just as in 1965 with "Operation Gibraltar", the Pakistan military, with the assistance of Islamist militants, launched a similar attack in 1999 on Kashmir that resulted in the Kargil War with India. Since then, Pakistan based militants have continued to launch high-profile attacks inside India. Given the history of Pakistani military support, it is hard to argue that these Islamist militants are rogue actors.

So, Asif Ali Zardari is right. These militants did not arise from whole cloth. These militants were born with the idea of Pakistan as the "land of the pure", they were nurtured by the Pakistan military, and they have been a prominent part of Pakistani military doctrine. Islamist terrorism is a homegrown Pakistani problem. It is time for the Pakistan government to clean its own house.

Shoe Journalism

President Bush successfully dodged two size 10 shoes thrown at him by an Iraqi journalist today. As far as I know, the journalist did not ask a followup question.

I come from a country that has a long tradition of taking the shoe to politicians. However, I have never seen shoe throwing taken international before. For a president who expected to be greeted with flowers and candy in the country he "liberated", this is clearly a sad turn of events.

Steve Hildebrand And Progressive Criticism

Steve Hildebrand, the Obama campaign’s steller field general, has a message for me and other like-minded progressives. The message is: "Hush".

In a post at the Huffington Post entitled "A Message To Obama’s Progressive Critics", Hildebrand writes:

This is not a time for the left wing of our Party to draw conclusions about the Cabinet and White House appointments that President-Elect Obama is making. Some believe the appointments generally aren’t progressive enough. Having worked with former Senator Obama for the last two years, I can tell you, that isn’t the way he thinks and it’s not likely the way he will lead. The problems I mentioned above and the many I didn’t, suggest that our President surround himself with the most qualified people to address these challenges. After all, he was elected to be the President of all the people – not just those on the left.

My question is why not? Why is this not the time? It seems to me that now is exactly the time to criticize Obama on his appointments when we disagree and support him when we agree. And tomorrow is also the time, as is next month, and next year and throughout his time in office.

Then Hildebrand tells us that Obama has important work to do first:

As a liberal member of our Party, I hope and expect our new President to address those issues that will benefit the vast majority of Americans first and foremost. That’s his job. Over time, there will be many, many issues that come before him. But first let’s get our economy moving, bring our troops home safely, fix health care, end Climate Change and restore our place in the world.

I am confused. Is getting the economy moving, bringing our troops home safely, fixing health care, and ending climate change somehow inconsistent with progressive values or policies? Does Obama have to make cabinet picks that appear to tilt right to handle the tough problems? Are progressives not equipped to handle the tough problems that face America? Or is Hildebrand saying that (as most progressives are telling themselves) a right-tilting cabinet does not necessarily mean Barack Obama’s policies will be tilting right as well.

I am of the mind that if you put, for example, Bob Gates at Defense, you are likely to get what you crave – continuity. Today a Daily Kos front page post examined what that "continuity" might look like by examining an article Bob Gates just penned for Foreign Affairs magazine. It is not encouraging.

I am guessing that if progressives do not raise concerns when they disagree with President-elect Obama now and President Obama later, progressive concerns will be ignored. I am not hoping for change. I am expecting change that will bring hope. When I do not see the change I can "believe in", I will speak out. My hope is that by speaking out, we will effect the change we want. At least that is what my fifth grade civics book taught me about how democracy works.

So, while (and because) President-elect Obama has my support, he should also expect my criticism. It is my hope that his transition and his Administration will benefit from both.

One Million Page Views

Sometime yesterday, this little blog crossed the one million page views mark. As I write this, the visit counter tells me there have been 1,002,072 visits to this blog since I started writing on March, 2006.

When I started this blog, I had no idea if anyone would read it. To my surprise, readers started to trickle in, and over time this blog has grown.

Thank you to everyone who reads this blog. Thanks to everyone who comments and those who send me (mostly positive) notes via the contact page. Thank you to the great friends I have discovered through this powerful medium.  

This blog has come a long way since the day it started. I have written about foreign policy, torture, genocide, Islam, Bangladesh and about domestic American politics. But, at its heart, this blog is based on the fundamental belief that people have a basic right to live in freedom and peace. This is what I wrote, by way of introduction, in the first post on this blog:

I am an American, an immigrant and a muslim. To me, The Bill of Rights represents the promise of America. It is these protections that people in a large part of the world lack, and yearn for. The argument America has to win with the world in general, and the muslim world in particular, is one about the rights of people to live freely. It is an argument that America can and should win easily if it simply showcases The Bill of Rights.

America, in the last eight years, has largely failed to make that argument. It is my hope that the next American administration, by its words and by its deeds, will make and win that argument. I intend to continue posting here as we live through what promises to be interesting times.

I hope you will stay with me through the next million visits. I hope you will continue to read, comment, and argue.
